Theresa Orr retired as the Senior Captain from the Virginia Beach Police Department with 34 years of service. She attained multiple certifications while rising through the ranks in the uniform division to include hostage negotiator, SWAT sergeant, and Police project manager for the replacement computer aided dispatching system, Theresa’s commands included the 4th Police Precinct, and Professional Development and Training, managing the recruiting through retirement for the Department staff both sworn and civilian. Her final command was the Detective Bureau, leading the Bureau through multiple Officer Involved Shootings, as well as the on scene and post incident investigative commander for the Mass Casualty Criminal Incident of May 31, 2019, investigation. She continues to leverage her experience with dynamic high pressure working environments to CAVU’s clients to improve performance while mitigating risks.
